The amount of state duty for outdoor advertising was approved by the Law of the Republic of Azerbaijan on State Fee (Article 33-1)

 

The following coefficients are applied to the amount of the duty, depending on the zone of the advertising media:

Baku city – 1
Ganja, Sumgayit, Khirdalan – 0,8
Settlements and villages of Absheron districts- (except Khirdalan city), Mingachevir, Shirvan, Lankaran, Yevlakh, Shaki, Gabala, Guba, Naftalan cities and Nabran settlement of Khachmaz region– 0,7
other cities (region), settlement and village – 0,5

If the duration of permission is less than one year, the amount of instalation fee is divided by twelve, and multiplied by any number of months and the following coefficient is applied to the result:

Placement fee per 1 sq.m identified by Agency (taking into consideration the duration of permit, type of advertising media, and installment zone). Permission to outdoor advertising is applied on the followings:

Type of advertising media

Advertising media made on individual project  (air balloon, airship, aerostat etc.)

Electronic (digital) media (monitor, screen, board etc.)

Roller

Transparant/Banner

Stand-alone board  and box (bearing) bump, payment terminal, automated sale kiosk (vending)

Billbord, mega board

Bracket panels, wall panels (brandmauer), advertising media in the form of letters and logos on the roofs of buildings, other facade advertisements, umbrellas, awning, flags, posters and booths, other advertising media placed on public catering, household and other types of service grounds (other).


 

Procedure for calculating the fee for outdoor advertising was approved by the Decree of the President of the Republic of Azerbaijan dated December 19, 2017.

 

The following cooficients are applied to the amount, depending on the advertising zones and the category of advertising efficiency (if any):

Baku city

Ganja, Sumgayit and Khirdalan cities

Settlements and villages of Absheron districts- (exceptional of Khirdalan city), Mingachevir, Shirvan, Lankaran, Yevlakh, Shaki, Gabala, Guba, Naftalan cities and Nabran settlement of Khachmaz region – 0,6; ratio on other city (rayon), settlement, and village – 0,5.

 

Taking into account the duration of the distribution, the type of media and the advertising area,the monthly fee for outdoor advertising for 1 square meter is defined as follows:

Bracket panels, wall clipboards (brandmauer), advertising media in the form of letters and logos on the roofs of buildings, other facade advertisements, umbrellas, awning, flags, posters and booths, other advertising media placed on public catering, household and other types of service grounds (other).
